CHIEF DIRECTOR: POLICY AND STRATEGY

Job Overview

The Department of the Premier, Western Cape Government, invites applications for the position of Chief Director: Policy and Strategy (Ref No: DOTP 92/2026). The successful candidate will earn R1 554 696 per annum (Level 14). Requirements include an NQF Level 7 qualification and at least 5 years of relevant senior management experience, alongside strong strategic leadership, governance, policy development, and project management competencies. Responsibilities involve high-level policy analysis, strategic planning, human development and economic sector strategy support, and transversal coordination.

Requirements & Qualifications

• A Qualification at NQF Level 7 as recognised by SAQA
• A minimum of 5 years relevant senior management level experience
• Proven working knowledge and relevant working experience in legislation, regulatory frameworks, policies and best practices bearing on line functions
• Knowledge of information systems, procurement, and tendering processes
• Experience in policy development, strategy management, monitoring, and review processes
• Understanding of modern systems of governance and administration
• Knowledge of global, regional, and local political, economic, and social affairs impacting the Western Cape provincial government
• Understanding of the functioning of the Province and activities of sister departments

Key Duties & Responsibilities

• Provide strategic management, advice and guidance in policy analysis, transversal coordination, and evidence-based policy and strategy development
• Facilitate research and analysis of the provincial policy environment and identify critical areas for government intervention, including futures capability
• Analyse national and provincial policies, strategies, and laws to prepare provincial responses and sensitise Cabinet, Sector Committees, and departments
• Facilitate the development of transversal provincial policies and ensure alignment with the Provincial Strategic Plan and long-term plans
• Initiate and manage transversal futures modelling research and ensure compliance with human rights principles
• Support the provincial executive in respect of the human social development strategy, including collation of the Provincial Strategic Plan and macro prioritisation of the budget
• Support the provincial executive regarding economic strategy, including strategic planning, budget prioritisation, and economic sector programme monitoring
• Manage integrated provincial strategic planning by advising on the alignment of departmental strategic and annual performance plans
• Facilitate the development and periodic review of the provincial strategic plan in line with strategic planning and budgetary processes
