ASSISTANT DIRECTOR: HUMAN RESOURCE MANAGEMENT

Job Overview

Mpumalanga Provincial Service Centre is hiring an Assistant Director: Human Resource Management (Level 09) based in Mbombela. The role requires a National Diploma (NQF Level 6) in HR or Public Administration, at least 3 years of HR experience including 1 year at a supervisory level, and an Introduction to PERSAL certificate. Responsibilities include managing recruitment, conditions of service, PMDS, labour relations, records, and staff supervision. Applications must be submitted via email.

Requirements & Qualifications

• Three-year National Diploma in Human Resources Management / Public Administration / Public Management / Personnel Management or equivalent qualification at NQF Level 6 with 360 credits as recognised by SAQA.
• A minimum of three (3) years relevant experience in Human Resources Management environment.
• At least one (1) year experience at supervisory level.
• Introduction to PERSAL certificate.
• Experience in Labour Relations (advantage).
• Valid driver's license (advantage).
• Knowledge and understanding of Public Service Act 1994, Public Service Regulation 2016, Labour Relations Act, Employment Equity Act, Basic Conditions of Employment Act.
• Knowledge of HRM policies, HR related standards, practices, processes and procedure, and Batho Pele Principles.
• Computer literacy and strong communication, report writing, analytical thinking, problem solving, planning, organising, decision making, motivational, presentation, and time management skills.

Key Duties & Responsibilities

• Implement efficient and effective recruitment and selection processes including identifying vacant posts, monitoring recruitment plans, and staff establishments.
• Ensure administration of conditions of service and benefits such as leave plans, PERSAL leave approvals, PILLIR applications, housing allowances, and long service recognition awards.
• Monitor appointment and termination documents, pension submissions, and conduct leave audits.
• Implement Performance Management and Development System (PMDS) and training initiatives, manage performance agreements, reviews, and moderation meetings.
• Implement labour relations matters, handle grievances, support disciplinary hearings, and facilitate Employee Health and Wellness (EHW) programmes.
• Manage HR records management services, database maintenance, filing systems, and safe custody of records.
• Supervise, develop, and mentor staff, allocate duties, perform quality control, and manage employee performance, conduct, and discipline.
